If you are a citizen of Germany staying in Russia for a long period, you must register within 7 days of entering the country, regardless of your travel intentions. This can be done at the Federal Migration Service of the Russian Federation. Instead of going there yourself as an applicant, it can be done through a hotel or the relevant host party (corporate client). You must also deregister when leaving.
