
On September 6, the US closed “third countries” to Russians: new visa rules
On September 12, 2025, it became known about serious changes in the US visa policy for Russian citizens. Since September 6, applications for all categories of non-immigrant visas can only be made in the country of citizenship or permanent residence of the applicant. This was reported on the official portal of the Bureau of Consular Affairs of the USA.
Previously, Russians could apply for US visas at any consulates around the world, choosing countries with the most accessible registration — for example, in Turkey, Armenia, Uzbekistan, or EU countries. Now this practice is completely canceled, and it is no longer possible to submit documents in third countries without a residence permit.
For Russian citizens who do not have a foreign residence permit, only two directions remain available: The US Embassy in Warsaw (Poland) and in Astana (Kazakhstan). Interviews scheduled in other countries after September 6 will be automatically canceled.
An exception is provided only for those Russians who have a valid residence permit or long-term visa in another country: in this case, the application must be submitted at the place of residence. The new rules affect tourist visas B1/B2, student visas F1/M1, work visas, and other categories.
