Russian Federation: Current Travel and Safety Information (as of October 21, 2026)

As of October 21, 2026, travelers are expressly warned against traveling to the Russian Federation. The reasons for this are a significant risk posed by drones or falling drone debris, as well as an overall unstable security situation that can deteriorate rapidly and without warning. Anyone who nevertheless plans to travel to Russia—or has had to do so—should be aware of the numerous risks, which go well beyond what is typical for international travel.

Parts of Russia, including the Moscow metropolitan area, the vicinity of St. Petersburg, and the Leningrad Oblast, have repeatedly been the target of massive drone attacks. Although air defense systems around Moscow have been expanded, attacks and falling debris have already caused significant damage. Particularly affected are the regions bordering Ukraine—Belgorod, Kursk, Bryansk, Voronezh, Rostov, and Krasnodar—where the risk is classified as especially high. Martial law is also in effect in the Ukrainian regions of Luhansk, Donetsk, Kherson, and Zaporizhzhia, which were annexed in violation of international law.

The practical consequences of the security situation are evident in everyday travel: Airports in the west, center, and south of the country are repeatedly closed for several hours for security reasons, which can lead to widespread flight cancellations and chaotic conditions on the ground. Damage to Russian refineries is also causing fuel supply shortages, in some cases with rationing even in Moscow. Attacks on public transportation, particularly rail service, cannot be ruled out. Travelers should factor these uncertainties into their travel plans and remain flexible.

Another relevant risk concerns dual nationals: Individuals with a second, Russian citizenship face the risk of arbitrary arrest. In addition, freedom of expression is severely restricted in Russia, and even careless remarks can result in legal consequences. Anyone currently in the country should carefully consider leaving and consistently avoid staying near military bases and defense industry sites.

The digital infrastructure is also affected: Internet blocks, shutdowns, and speed throttling occur regularly; while these are usually regionally limited, they are increasingly affecting mobile Internet connections as well. VPN services often do not function reliably when blocks are active, and the use of common communication services is severely restricted. Since 2025, strict regulations have also been in place regarding the purchase and continued use of Russian SIM cards by foreigners, including a complex identification process via government online platforms. Anyone who decides to travel nonetheless should keep identification documents readily available at all times and avoid large gatherings of people.

Given this situation, it is advisable to reconsider any planned trips to Russia and postpone non-essential visits.
