
New rules for the repatriation program for compatriots come into force in Russia on July 21
From July 21, 2025, updated rules of the state program for the resettlement of compatriots living abroad will come into effect in Russia. The main change — the extension of the visa term for participants: now instead of 3 months, it is issued for 1 year with the possibility of automatic extension for the entire period of participation in the program. The corresponding amendments were signed by the President of the Russian Federation Vladimir Putin.
The program is designed for individuals with Russian roots, as well as former citizens of the USSR and their family members. Its goal is to simplify the return of compatriots to their historical homeland and to support those who have decided to move to Russia. Among the key advantages are simplified residence permit processing, expedited citizenship acquisition, and provision of social guarantees, including relocation compensation and housing assistance.
Applications can be submitted through Russian consulates abroad. To participate, it is necessary to provide documents confirming Russian origin, education, and marital status. After reviewing the application and approving the candidate, a participant's certificate is issued, which serves as the basis for obtaining a visa and subsequent resettlement.
According to the updated rules, one can participate in the program regardless of current citizenship and place of residence. Russia recognizes dual citizenship, and priority regions for resettlement remain the Far East, Siberia, and Crimea. There is also an opportunity to move along with parents, spouses, and children.
According to the Ministry of Labor of the Russian Federation, there is a particular demand in the regions for doctors, educators, engineers, and specialists in the IT field. The review of applications takes an average of 2 to 3 months, while a basic knowledge of Russian remains a mandatory condition for participation.
