Kazakhstan Introduces a Fee-Based ETA for Visa-Exempt Travelers

Kazakhstan is moving forward with the introduction of a new electronic travel authorization (ETA), which will become mandatory for travelers from visa-exempt countries in the future. On July 31, 2026, the Kazakh Ministry of the Interior published a draft law for public consultation that is intended to supplement existing regulations from 2012 governing the entry, stay, and departure of foreign nationals and stateless persons. The consultation period runs through August 17, 2026.

For travelers, this represents a fundamental change from current practice: Those who were previously able to enter Kazakhstan without a visa will in the future be required to apply for an electronic authorization in advance—similar to systems in other countries. According to the official project summary, a phased rollout is planned between August and December 2026 to adapt the country’s digital, logistical, and border infrastructure.

To date, the Kazakh authorities have not announced the specific fee for the ETA, the complete list of affected nationalities, or the exact date on which the authorization will actually become mandatory. The ETA is currently available on a voluntary trial basis via the QazETA mobile app, though it is still free of charge and not mandatory for affected travelers.

This development is part of a broader reform movement in the region: Kazakhstan is simultaneously supporting renewed efforts toward a common tourist visa for Central Asia, a project that was recently revived by Kyrgyzstan with the backing of Uzbekistan. For travelers wishing to visit multiple Central Asian countries on a single trip, such a regional model could bring additional simplifications in the future—in parallel with the stricter entry regulations that Kazakhstan is currently preparing on its own.

Until the mandatory ETA is fully implemented, the existing entry requirements for Kazakhstan will remain in effect. Anyone planning a trip now should find out well in advance about the requirements applicable to their own nationality, as these may change during the announced rollout period between August and December 2026. Depending on the purpose of the trip, different categories may apply, such as a tourist visa for Kazakhstan for personal travel or a business visa for Kazakhstan for business stays.
