
Latvia introduces mandatory ETA for entry: new rules from September 1, 2025
From September 1, 2025, citizens of certain third countries will need to fill out an electronic travel authorization — ETA. This new requirement will affect travelers arriving without a Latvian visa or residence permit.
What is ETA and why is it needed?
ETA (Electronic Travel Authorization) — is an online declaration that must be completed before traveling. It includes personal data, travel itinerary, purpose of the visit, and other important information.
The Latvian authorities emphasize: the application is not a visa, but only a mandatory preliminary step. The data will be used for security checks and risk assessment even before crossing the border.
Who needs to apply for an ETA for Latvia?
The new system applies to citizens of third countries who:
- are not part of the EU, EEA, NATO, OECD, and are not citizens of Switzerland or Brazil;
- do not have a Latvian visa or residence permit.
This rule also covers those who travel through Latvia in transit, as well as holders of Schengen visas issued by non-Latvian authorities.
Exceptions:
Non-citizens of Estonia are exempt from submitting the form.
- Citizens of Russia must fill out an ETA even if they have a residence permit in Estonia.
- Stateless persons officially recognized are not required to obtain the authorization.
- Citizens of Ukraine are subject to the same rules as other third countries if they do not have a Latvian visa.
- Travelers who entered Latvia before September 1, 2025, do not need to fill out an ETA.
ETA and ETIAS: what's the difference?
The introduction of the Latvian ETA coincides with the preparation for the launch of the pan-European system ETIAS, which will start operating at the end of 2026.
Main differences:
- ETA — a national Latvian system, used only for entry into Latvia.
- ETIAS — a pan-European system, mandatory for all travelers without a visa entering the Schengen Area countries. The registration cost will be 20 euros, valid for up to 3 years.
At the moment, Latvia has not specified how its own ETA system will be combined with the future ETIAS. Possibly, they will operate concurrently.
New rules make travel to Latvia more predictable and safe, but require careful preparation. If you plan to travel after September 1, 2025, be sure to check if you need an ETA for Latvia.
