Launch of the EES and preparations for ETIAS: European Union plans to introduce new control systems

The European Union continues to work on modernizing the external border control system, implementing new technological solutions to enhance security and efficiency. One of the key projects is the launch of the EES (Entry/Exit System), as well as preparations for the introduction of the ETIAS (European Travel Information and Authorization System). These initiatives are designed to simplify the border crossing process for legitimate travelers and provide stricter control over the stay of foreign nationals in the region.

It is planned that the EES system will start functioning by autumn 2025. It will allow automatic registration of the entry and exit of foreign nationals not belonging to the EU, collecting data such as passport details and biometric parameters — fingerprints and photographs. This process will significantly simplify the identification of violators of stay rules in the Schengen area, as well as obtain up-to-date information on the movements of third-country nationals in real-time. The implementation of EES will cover all EU member states, except for Cyprus and Ireland, as well as Iceland, Liechtenstein, Norway, and Switzerland.

The launch of the system is scheduled for October 2025 due to the need for urgent implementation. The European Council has announced the agreement on a common approach to the regulation, which provides for the gradual implementation of the EES system by member states over six months. After the approval of the regulation and the completion of preparation of the remaining states, the European Commission will set a specific date for the system's launch, guided by the schedule agreed upon by the ministers of the interior.

Regarding the ETIAS system, its implementation is planned no earlier than the fourth quarter of 2026. This system will require third-country nationals eligible for visa-free entry into the EU to undergo a registration procedure before traveling: pay a fee and obtain permission. Unlike EES, ETIAS is intended to control individuals aged 18 to 70 years and will help identify potential risks before crossing the border.

According to the laws of the European Union, citizens of countries not members of the union, but having the right to visa-free entry, may stay in the EU territory for no more than 90 days. Currently, 60 countries have visa-free travel agreements with the European Union. For a longer stay, it is necessary to obtain the appropriate visa.

The implementation of the EES and ETIAS systems represents an important step towards enhancing the security of the EU's external borders and simplifying procedures for bona fide travelers. However, the implementation of such large-scale technologies is associated with technical difficulties and requires careful preparation. The EU leadership recognizes possible delays and shifts in the implementation timelines of these systems and emphasizes the need for timely adaptation of the infrastructure. Overall, these measures should contribute to more effective management of migration flows and ensuring the security of the region in the future.
