From 2026, France will tighten requirements for foreigners
From January 1, 2026, new requirements for obtaining residence permits and citizenship have come into force in France. For most applicants, the minimum levels of French language proficiency have been raised, and a mandatory civil exam has been introduced. The changes are provided by the immigration law of 2024 and apply only to applications submitted from January 1, 2026.
New rules affect long-term residence permits, 10-year resident cards, and naturalization. Now it is not enough to confirm the fact of language study — an official exam or recognized diploma is required. For citizens of non-EU countries, a unified civil test dedicated to republican values, rights, and obligations of residents of France has also been introduced. Failure to pass the exams means refusal of the requested status.
Exceptions are provided for refugees, persons under international agreements, certain categories of workers, as well as applicants over 65 years old and people with disabilities. The authorities emphasize that the purpose of the reform is to strengthen the long-term integration of migrants into the social and professional life of the country.
