Kenya: Travel Health Insurance Now Available Separately; Court Upholds Mandate
Kenya has revised the process by which travelers can purchase mandatory travel health insurance. Since the beginning of October 2026, travelers can purchase the insurance not only as part of the application for the Electronic Travel Authorization (ETA), but also separately through the government’s eCitizen portal. This allows travelers to secure their health insurance before they even begin the actual ETA application process.
Tests have shown that insurance purchased through this separate channel is subsequently recognized automatically by the ETA system. In practice, this means that anyone who first purchases the policy through the standalone insurance service no longer needs to upload additional proof or re-enter information when later applying for the Electronic Travel Authorization—the system synchronizes the data in the background. For travelers who organize their trip planning in several steps or who wish to secure insurance early on, this provides greater flexibility regarding the order of the application steps.
In parallel with this technical innovation, a Kenyan court has ruled on a legal challenge to the insurance requirement. The regulation had been temporarily suspended at the end of August after critics had challenged the introduction of mandatory insurance in court. However, the competent court has now dismissed this lawsuit, thereby confirming that the insurance requirement is a lawful component of the entry regulations. For travelers, this provides clarity: The combination of an electronic travel authorization and mandatory health insurance will remain a permanent part of the entry requirements for Kenya and will not be suspended again at short notice.
It is important for anyone planning a trip to Kenya to note that both components—the electronic travel authorization and health insurance—will be required together in the future to enter the country. Travelers should therefore allow sufficient time to ensure they have both documents ready well in advance of departure. Since experience shows that requirements and technical processes for newly introduced systems can evolve, it is advisable not to wait until shortly before the trip to submit the application.
