To apply, a number of conditions must be met:

- arrange medical insurance covering emergency care, cancer treatment, repatriation, and return of remains;
- confirm readiness to leave the country after the visa expires.
Parents must enter New Zealand within six months after approval. The validity of the visa is calculated from the time of the first arrival, with multiple entries and exits allowed. After three years, continuous insurance coverage must be confirmed. If all rules are followed, an application for a subsequent five-year visa can be made, ultimately allowing up to ten years in the country.
The new program is seen as a step towards strengthening family ties, but it also maintains a balance between the interests of families and the protection of the national health system.
