Cambodia is considering new visa relaxations in light of declining tourist numbers

On August 4, 2026, representatives of the Cambodian government and the tourism industry met at the Ministry of Tourism to discuss measures to revitalize international tourism. Among other topics, the discussions focused on a proposal to expand visa-free entry to several source markets deemed to be priorities. No official decision has been made yet, but the fact that the issue was addressed at the highest level, chaired by the Minister of Tourism, demonstrates the importance that simplified entry requirements now hold in the debate over the sector’s recovery.

The discussions took place within the framework of the so-called Working Group B, a working group that operates as part of the dialogue forum between the government and the private sector. This platform facilitates ongoing exchange between the Royal Government and the business community, monitors the implementation of previously agreed-upon measures, and addresses concerns raised by the tourism industry. The meeting was chaired by Tourism Minister Huot Hak together with Co-Chair Luu Meng. Approximately 150 participants from various ministries, the Cambodian Chamber of Commerce, industry associations, and tour operators took part in the discussions.

A total of eleven issues raised by the private sector were reviewed. In addition to the call for visa exemptions for priority tourism markets, topics included the establishment of a tourism development fund, stronger international marketing of Cambodia, the elevation of major national events to internationally recognized status, improved domestic flight connections within Cambodia, and more direct flights from key source markets. A more investment-friendly business environment for the tourism industry was also discussed.

In addition, discussions focused on closer coordination between the Ministry of Tourism, the Civil Aviation Authority, airlines, and industry representatives to develop new international flight routes. The discussions were prompted by a significant decline in international arrivals in Cambodia, as acknowledged by Minister Huot Hak, which is forcing the industry to rethink its approach.

For travelers and visa applicants, this does not mean any immediate change for the time being: As long as no new regulations have been adopted, the existing entry requirements remain in effect. Should the planned expansion of the visa waiver program actually be implemented, travelers from the affected markets could enter the country without a prior visa in the future.
