Uganda Requires an Online Health Declaration Before Entry Due to Ebola
In an official statement dated October 25, 2026, the Ugandan Ministry of Health reiterated that all individuals entering Uganda by air, land, or sea are required to submit a health declaration. This measure is in response to ongoing concerns about Ebola cases in the country. This measure applies to all incoming travelers without exception—regardless of nationality, purpose of travel, or status, including diplomats and staff of international organizations.
The so-called Passenger Locator Form is used to collect information on travel itineraries, health status, and possible exposure to infectious diseases. It is an additional requirement that must be fulfilled in addition to the actual visa application process. Anyone planning a trip to Uganda should therefore make sure to include this step in their preparations, as failure to submit a complete declaration may result in delays upon entry.
The form must be completed online within 72 hours prior to arrival in Uganda. Travelers can choose between an entry and an exit form; for entry, the appropriate version must be submitted before departure or before reaching the country. Travelers are advised to complete this step before beginning their trip to avoid wasting time at their destination. The process itself is considered relatively quick.
This requirement is in addition to Uganda’s regular entry regulations, which may still include a valid visa depending on the traveler’s country of origin. Travelers should therefore consider both requirements—the visa and the health declaration—separately, as the health declaration is not a substitute for a required visa, and vice versa. Anyone wishing to find out which visa category applies to them can consult our overview of all visa types.
In addition to the online declaration, the authorities have also announced enhanced health screenings at border crossings. Travelers should therefore be prepared for additional checks upon arrival, such as temperature screenings or questions about their health status and previous locations. These measures may be adjusted depending on the current epidemiological situation, which is why it is recommended to double-check your documents and information shortly before departure.
For anyone currently planning a trip to Uganda, it is advisable to begin preparing for entry well in advance and to arrange both the visa and the health declaration in a timely manner. Our application form makes it easy to initiate the visa process, while the health declaration should be completed separately and promptly before departure.
