• Residents of the Dominican Republic, as well as persons with visas and citizens of the country.
• Foreigners from the following countries: Argentina, Chile, Ecuador, South Korea, Japan, Israel, Uruguay, and Peru.
• Diplomatic and consular staff of foreign states accredited in the Dominican Republic, provided that they perform their official duties and arrive in the country on an official mission.
• Passengers of private non-commercial aircraft used for sports, recreational, tourist, representative, or business purposes. The weight of the aircraft should not exceed 30,000 pounds, and the maximum capacity — 12 passengers.
• Foreign nationals of Haitian nationality having a special card that allows them to enter and leave the Dominican Republic within one day. According to Article 78 of the Migration Law, this rule applies only to the border provinces of the Dominican Republic, which are adjacent to the cardholder's place of residence in Haiti. In other cases, they will need to pay for the Tourist Card.
